I am just wondering who I should call when I'm en route & I come across what looks like a stolen bike or two? I feel bad most of the time, I seem to pass many & well don't have the time to walk them back. Maybe I should carry an extra lock with me for the purpose of locking it up & calling it in? (better than just leaving it, & being stolen for round 2)

Any suggestions?  

My only guess's are 311 or Non Emergency Calgary Police Department?
