The staff of the Calgary tour de nuit Society will be at the Bike Share debate to provide some feedback on this so-called business plan that was prepared by AltaPlanning for the Transportation Planning. The consultants at AltaPlanning clearly know that a good consultant writes what the client wants to read. A good plan normally leads to an investment decision, but when you write one for Transportation Planning, you recommend more studies.

tour de nuit's position

Not sure what the above statement means. Is tour de nuit opposing the bike share system?
Who is AltaPlanning?

And what are their credentials and what did they propose to the City?
More info on this topic would be interesting!

I read the document. it's just shy of a hunddred pages but it's a preetty good document meant to explain what bike share is and the various models that have been used in north America, along with their recommendations for Calgary.
AltaPlanning have managed bike share businesses for a handful of cities in North America. I think they're behind the bike share in new york.
When it comes to funding models this document is probably the best explanation for the funding models actually used in North America for bikeshare programs. AltaPlanning is recommending 400 bikes and 40 stations along the bicycle network downtown. there's a map illutrating locations they suggest. It's worth reading, if only to shake your head in amazement at some of the wild claims printed in local newspapers.
I scanned the City's Executive Summary

It looks pretty well laid out. I favor the model where the operations would be funded through corporate entities. There seems to be a high demand these days for green-branding and I'm sure there might be an oil & gas company or eight that might step up to the opportunity. I remeber seeing the bike share in Denver last year and I think I remeber seeing at least 2 or 3 sponsor decals on all the equipment.
